The Good and the Bad of U.S.V.I. Tarpon Fishing
The Great Thing about the U.S. Virgin Islands and Tarpon Fishing is there are TONS of Opportunities and Locations to Fish.
The Challenge is that a BULK of the FISHING FOCUS in the Virgin Islands is Offshore Fishing.
Luckily, there are a few Tarpon Fishing Guides, and there are numerous Kayak Tour Operators that also specialize in fishing the waters where they run the Kayak Tours.
There are also plenty of locations to fish from land or wade fishing opportunities.
But Honestly, the Biggest Challenge is this:
There are 4 Major Islands in the U.S.V.I. and there are some 50 to 60 Islands that are part of the Big 4 Islands.
Don't let that stop you. Unlike some other Tarpon Dreams Destinations, you will catch plenty of other fish while you are Targeting Tarpon.
We won't get into that specifically, but do a bit of your own research and you will learn that there is NO shortage of Fishing in the U.S. Virgin Islands.

U.S. Virgin Islands Tarpon Fishing:
For a focused look at wade and kayak fishing for fun-sized juvenile tarpon (under 40 inches) across the U.S. Virgin Islands, the strategy shifts heavily toward sheltered backcountry environments. Unlike the deep ocean drops the territory is famous for, the target size class lives in shallow mangroves, tidal creeks, and salt ponds.

Here is the strategic breakdown for all three islands:
1. St. Croix: Best Flats & Guided Infrastructure
St. Croix boasts the most diverse inshore habitat for wading and kayaking. [1]
- Salt River Bay: This national ecological preserve is a premier nursery. The dense mangrove networks shelter schools of 10 to 30-pound "baby" tarpon. Kayaks are the ultimate tool to navigate these tight root systems quietly. [1, 2]
- The South Shore: Features shallow lagoons and sand flats ideal for wading. When sargassum weed lines or bait migrate close, these smaller tarpon cruise right alongside bonefish and permit on the foot-accessible flats. [1]
- Operations: For localized intel or custom drop-offs, operations like Silver Kings Kayak Charters specialize explicitly in putting anglers over shallow-water inshore slams via kayak. [1]
2. St. John: Backcountry Mangrove Pockets
St. John has minimal traditional wadeable sand flats, but its protected national park bays offer pristine kayak micro-habitats. [1, 2]
- Hurricane Hole: Located inside the Virgin Islands Coral Reef National Monument, this system of interconnected bays (Borck Creek, Otter Creek, Princess Creek) is a heavily protected fish nursery. It features vertical mangrove roots drop-offs where juvenile tarpon roll regularly. [1, 2, 3]
- Logistics Note: Guided fishing tours are highly restricted here to protect the park. Anglers must execute a DIY kayak mission by renting gear from outfits like Virgin Islands Ecotours at Cruz Bay or local shops in Coral Bay. You must transport the kayaks to the launch points yourself. [1, 2]
3. St. Thomas: Industrial Lagoons & Harbor Docks
St. Thomas features the steepest marine topography, making true wade fishing difficult. However, key pockets host resident populations of fun-sized fish. [1]
- The Mangrove Lagoon (Southeast Coast): A maze of red mangrove channels and shallow keys. This environment provides low-oxygen pockets that juvenile tarpon thrive in to evade larger predators. Kayak stealth is mandatory here to prevent spooky resident fish from shutting down. [1]
- Hull Bay & Nearshore Ponds: The north shore features a few small beach access areas where tidal exchanges create temporary ambush points for sub-40" tarpon feeding on glass minnows. [1]
Key Tactical Adjustments for <40" USVI Tarpon
- Lighten the Tackle: Scale down to an 8-weight fly rod or a medium-light 7-foot spinning rod paired with a 3000-4000 size reel. [1]
- Micro-Lures and Flies: Large tarpon flies will scare these fish. Use weightless white minnow imitations, small soft-plastic paddletails (3-inch), or 1/8-oz jigs retrieved quickly just below the surface. [1, 2]
- Watch the Tides: In these micro-bays, the change of tide is everything. Target the first two hours of the falling tide when baitfish are pushed out of the protective mangrove roots into the deeper channels where the tarpon wait.

Had work in Puerto Rico for 10 Days.
Had decided to take my Fiance with me. Since I was going to be doing a shoot for 3 days, I wanted to set some fun stuff up for him. I know he loves to fish, so I contact Dave from Tarpon Dreams.
I had met Dave years back doing some Marketing Stuff. He said he had the perfect set up for us and he pointed us to the right guide and the right lodging.

Being from Florida, I have Fished for Tarpon quite a bit. The one thing that really hit me is HOW MANY Tarpon are in the Lagoon!
Caught fish the entire trip, but our Last Day was complete "CATCHING INSANITY"!

I was referred to Tarpon Dreams by one of my Fishing Buddies.
I got set up to Fish with Capt. Carlos and the Place I booked was right on the Lagoon.
I took my Girlfriend because they said that it would be easy fishing. No Waves, No Wind.
It rained a bit, but that actually turned the fish on.
All I can say is WOW!
This was not a Fishing Trip, it was a Catching Trip.
